By trimming the whole "flowerbed" flat
the arm of management
has defined the California Poppy
and the rest of the struggling annuals
as Weeds: interfering with current objectives
(whatever those may be)
The middle picture is from last year
when the patch was left to its own devices
already very weedy - no new annuals sown
for two or three years.
This is all in defense
for taking an (ex) cultivated flower
as the S-weed of the day.
